FORFEITURE ORDER

1. We impose a penalty of $25,000 against Jayme John Leon (Leon), the owner and operator
of a Citizens Band Radio Service (CB) station in Rockford, Illinois. Leon engaged in (i) unauthorized
operation in violation of section 301 of the Communications Act of 1934, as amended (Act) and sections
95.933 and 95.957 of the Commission’s rules and (ii) willful or malicious interference in violation
section 333 of the Act. 1 The Commission’s rules authorize the operation of CB stations without the grant
of individual licenses, conditioned on compliance with all applicable regulations. Subject to limited
exceptions not applicable in this case, the Commission’s rules generally prohibit using CB stations for
one-way verbal communications, conversations over five minutes in length, and transmission of music,
sound effects, etc. Leon violated the Act and the Commission’s rules by using his CB station to make
one-way transmissions and to send nonverbal, indecipherable sound effects over long periods, thereby
voiding his operating authority. Such illegal operations pose a danger to the public because they can
disrupt authorized CB uses, such as travelers’ assistance, warnings of hazardous road conditions,
reporting accidents, etc. Moreover, CB may be used by public safety providers and first responders
during natural disasters when other infrastructure is damaged or nonexistent.
2. On May 30, 2023, the Enforcement Bureau issued a Notice of Apparent Liability for
Forfeiture2 (NAL) proposing a $25,000 forfeiture against Leon for apparent willful and repeated violations
of sections 301 and 333 of the Act3 and sections 95.933 and 95.957 of the Commission’s rules.4. Leon
has not filed a response to the NAL. We incorporate by reference herein, affirm, and adopt as final all of

our tentative findings of fact and conclusions of law set forth in the NAL and affirm the forfeiture
proposed in the NAL.5
3. Accordingly, IT IS ORDERED that, pursuant to section 503(b) of the Act, 47 U.S.C. §
503(b), and sections 0.111, 0.204, 0.311, and 1.80 of the Commission’s rules, 47 CFR §§ 0.111, 0.204,
0.311, 1.80, Jayme John Leon IS LIABLE FOR A MONETARY FORFEITURE in the amount of
twenty-five thousand dollars ($25,000) for willfully and repeatedly violating sections 301 and 333 of the
Act and sections 95.933 and 95.957 of the Commission’s rules. 47 U.S.C. §§ 301, 333; 47 CFR §§
95.933, 95.957.
4. Payment of the forfeiture shall be made in the manner provided for in section 1.80 of the
Commission’s rules, 47 CFR § 1.80, within thirty (30) calendar days after the release of this Forfeiture
Order. 6 Leon shall send electronic notification of payment to the Office of the Field Director,
Enforcement Bureau, Federal Communications Commission, at field@fcc.gov on the date said payment is
made. If the forfeiture is not paid within the period specified, the case may be referred to the U.S.
Department of Justice for enforcement of the forfeiture pursuant to section 504(a) of the Act, 47 U.S.C. §
504(a).7
5. In order for Jayme John Leon to pay the proposed forfeiture, Jayme John Leon shall
notify the Office of the Field Director at field@fcc.gov of his intent to pay, whereupon an invoice will be
posted in the Commission’s Registration System (CORES) at https://apps.fcc.gov/cores/userLogin.do.
Payment of the forfeiture must be made by credit card using CORES at
https://apps.fcc.gov/cores/userLogin.do, ACH (Automated Clearing House) debit from a bank account, or
by wire transfer from a bank account. The Commission no longer accepts forfeiture payments by check
or money order. Below are instructions that payors should follow based on the form of payment
selected:8
• Payment by wire transfer must be made to ABA Number 021030004, receiving bank
TREAS/NYC, and Account Number 27000001. In the OBI field, enter the FRN(s) captioned
above and the letters “FORF”. In addition, a completed Form 1599 or printed CORES form10
must be faxed to the Federal Communications Commission at 202-418-2843 or e-mailed to
RROGWireFaxes@fcc.gov on the same business day the wire transfer is initiated. Failure to
provide all required information in Form 159 or CORES may result in payment not being
recognized as having been received. When completing FCC Form 159 or CORES, enter the
Account Number in block number 23A (call sign/other ID), enter the letters “FORF” in block
number 24A (payment type code), and enter in block number 11 the FRN(s) captioned above

• Payment by credit card must be made by using CORES at

associated to the FRN captioned above. If payment must be split across FRNs, complete this
process for each FRN. Next, select “Manage Existing FRNs | FRN Financial | Bills & Fees” from
the CORES Menu, then select FRN Financial and the view/make payments option next to the
FRN. Select the “Open Bills” tab and find the bill number associated with the NAL Acct. No.
The bill number is the NAL Acct. No. with the first two digits excluded (e.g., NAL 1912345678
would be associated with FCC Bill Number 12345678). After selecting the bill for payment,
choose the “Pay by Credit Card” option. Please note that there is a $24,999.99 limit on credit
card transactions.
• Payment by ACH must be made by using CORES at https://apps.fcc.gov/cores/userLogin.do. To
pay by ACH, log in using the FCC Username associated to the FRN captioned above. If payment
must be split across FRNs, complete this process for each FRN. Next, select “Manage Existing
FRNs | FRN Financial | Bills & Fees” on the CORES Menu, then select FRN Financial and the
view/make payments option next to the FRN. Select the “Open Bills” tab and find the bill number
associated with the NAL Acct. No. The bill number is the NAL Acct. No. with the first two
digits excluded (e.g., NAL 1912345678 would be associated with FCC Bill Number 12345678).
Finally, choose the “Pay from Bank Account” option. Please contact the appropriate financial
institution to confirm the correct Routing Number and the correct account number from which
payment will be made and verify with that financial institution that the designated account has
authorization to accept ACH transactions.

NOTICE OF UNLICENSED OPERATION

The Chicago Office of the Federal Communications Commission’s (Commission’s) Enforcement Bureau has received a complaint of a Citizen Band (CB) radio station playing music and conducting one-way broadcasts on the frequency 27.185 MHz (CB Channel 19) in the Chicago Ridge, Illinois area. On August 14, 2025, between 12:15 p.m. and 12:34 p.m., an Agent from the Chicago Office confirmed by direction finding techniques that radio signals on the frequency 27.185 MHz were emanating from your residence in Chicago Ridge, Illinois. Agents confirmed, through investigation, that your radio station was operating in a manner that is inconsistent with Commission rules that are applicable to CB radio stations; therefore, your radio station operated without authorization.
Radio stations operating on certain frequencies, including the CB radio band (26.965 to 27.405 MHz), must be licensed by the Commission pursuant to section 301 of the Communications Act of 1934, as amended (Act).1 Section 95.305 of the Commission’s rules authorizes eligible persons to operate part 95 Personal Radio Service stations without individual licenses, subject to applicable rules.2 A person’s authorization to operate a CB radio station without an individual license is voided if that person violates any of the operating rules.3 At the time of the inspection, Agents found that you were transmitting one-way communications, in violation of section 95.933(a) of the Commission’s rules and section 301 of the Act.4
You are hereby warned that CB radio operation contrary to license provisions constitutes a violation of the Federal laws and rules cited above and could subject the operator to severe penalties, including, but not limited to, substantial monetary fines, in rem seizure of the offending radio equipment, and criminal sanctions including imprisonment.5
UNLICENSED OPERATION OF THIS RADIO STATION MUST BE DISCONTINUED IMMEDIATELY AND MUST NOT RESUME.
You have ten (10) days from the date of this Notice to respond with any evidence that you have authority to operate granted by the Commission. Your response should be sent to the address in the letterhead and reference the listed case number. Under the Privacy Act of 1974,6 we are informing you that the Commission’s staff will use all relevant material information before it to determine what, if any, enforcement action is required to ensure your compliance with the Act and the Commission’s rules. This will include any information that you disclose in your reply.
